Dear fellow resident of the 106th Legislative District,
It
has been a privilege to serve as your state representative for the past six
years. In that time, I have always strived to be as accessible, responsive and
effective as possible for the people of this district. You deserve nothing less.
At the end of my third term in office, I wanted to take the opportunity to
detail to you why I believe I have succeeded in those respects.
First and foremost, I believe the people of this district want a state
representative who follows his conscience and the will of those he represents,
and does not bow to pressure exerted inside or outside the Legislature. I voted
against gambling and against the legislative pay raise. I was an early
supporter of the successful pay raise repeal and voted in favor of it. I also
have signed on to legislation calling for a Constitutional Convention to reform
the way the Legislature operates. All of this stands as evidence that I am
accountable to no one except the residents of the 106th District.
A big part of any state representative's job is bringing tax dollars back
to his district. Since taking office in January 2003, I have helped to secure
more than $222 million in grant money for a wide range of projects in the 106th
district. That total includes roughly $8 million in Capital Budget funding,
nearly $2.2 million in state environmental grants and over $1 million in DCED
grants.
Constituent service is another critical component of a legislator's job. In
2007 alone, my office made over 14,000 contacts, including extensive business
and neighborhood outreach programs, mailings and district office responses to a
wide range of questions, issues and concerns from local residents like you.
When I'm not working here in the district, I am your voice in
Harrisburg.
I have a perfect attendance voting record in the House and I believe the record
shows that I have been an effective legislator. Since January 2003, I introduced
roughly 90 pieces of legislation. Twenty-three of my bills were approved by the
House. One of them, which enabled Health Savings Accounts to become a permanent
insurance option in
Pennsylvania by bringing state law into compliance with federal regulations, was
signed into law as Act 48 of 2005 by the governor. Seven of my bills, or my
bill as an amendment to another bill, became laws since January 2003.
I will keep fighting to support legislation to realize two of my top
legislative priorities. One is achieving real and significant property tax
relief for residents of this district and all Pennsylvanians.
The other is dramatically increasing the prison sentences for child
molesters. I am the prime sponsor of the toughest bill yet to be introduced in
the General Assembly on this issue.
Under my legislation, any adult twice convicted of sexually assaulting a
child under age 12 would be sentenced to life in prison with no possibility for
parole. First-time offenders would face a minimum of 50 years in prison plus
Global Positioning Satellite (GPS) monitoring for life upon release.
Over the past five years, working for and with concerned citizens like you, I have tried my very best to help make this district and this Commonwealth a better place to live, work and raise a family. It has been a wonderful experience, and I look forward to continuing my service to you.
